I have an oily skin but SOMETIMES (in winters) it becomes dry.How do we know which face cream perfectly suites our skin?
Mostly by trial and error.
Most agents selling products will tell you that their's is the absolute best but that's not always true.
Our skin usually requires more moisture in the winter because everything is so dry. So you might need a richer moisturiser in winter, and a lighter oil free one in summer.

even if you have oily skin you should still be using a mousterizer. When we have oily skin we tend to over strip it to remove the oil, but that only makes your face produce more oil.
choose an oil free mousterizer and use it daily.
